Changes in federal regulations and the aging of parents who care for adults with disabilities are among recent developments driving an urgent reassessment of Hawai’i’s capacity to provide quality homes and supports for those with intellectual and developmental disabilities. The Centers for Medicare and Medicaid Services (CMS) released the Home and Community-Based Services (HBCS) Settings Final Rule in January 2014, with full implementation scheduled for 2023. The rule defines what are considered to be acceptable and unacceptable HBCS settings. The HBCS Settings Final Rule requires providers to allow people with disabilities the choice and autonomy to decide what setting is most appropriate for them to live, work, and receive services. However, options need to be individualized and affordable for families, some of whom may not qualify for Medicaid waivers, Social Security benefits, or other supports. There are many implications for the HBCS Settings Final Rule in Hawai’i for families wanting to consider housing choices for their adult children with disabilities. The purpose of this capacity-building workshop will be to create a forum for disabled individuals, families, advocates, housing developers, and other stakeholders to gather and discuss Hawaii’s capacity to house and support Individuals with intellectual/developmental disabilities.
